Fee not refunded to colleges in UP

DEAR SIR,

i am looking to find somebody responsible who can answer n reply why the scholarship fee for sc st obc minority studentshas not been refunded to various colleges who r beggibng the samaj kalyan vibhag for four months now... sir we r desperate to find responsible ppl even DM is busy making excuses... now we have become beggers going from office to office n hearing excuses.
