Money charged and no repair done of mobile and no sales tax no. on the bill

Requested to repair a mobile phone as it was not getting charged. He did not repair the phone and charged money. He gave me a verbal warranty for 102 days and then declined it. He did not give me the bill as well and when requested for a bill he gave after 1.5 months. He also does not use sales tax no. on his bill. He bullys people. Please take necessary action
