Non activation of sim

Namaskar,

i am using bsnl sim for the last 3 years, on 22nd of nov i found my mobile missing. on 23rd i loded an FIR. after that i moved to Bsnl EXchange for procuring duplicate sim. after paying an amout of 39/- i got a sim and assured by their side that it would be activated after 24 hours, but till now it was not working. i had been to bsnl office several times and had called custumer care but all in vain.
