Not going sms

My sms are not going from ny cell phone .when i call the custumer care centre they are not giving me any kind of answer to my problem .they jst give me complaint number when ever i call them .complaint number are c151203908 this is the third complaint number .my messages are not going to any network my all settings are right .so please give any solution to my problem thank you
