Lost WLL phone reported to BSNL-WLL Deptt in 2004

I hv reported to the BSNL WLL Pune, immdtly after lost tel in Aug-04, along with the original copy of Police Complaint (PCR), inspite of this the BSNL has sent a Bill for Rs 8000/- plus to me in Nov.09 i.e. after 5 years- Kishore Ayachit
