Shows low balance on calling actual balance is 31 Rupee

Dear Sir,

My Reliance prepaid mobile number 9368152588 having balance of Rs. 31.70 and I want to do a local call and the message from customer care is that your account balance is low for this call, if a company like reliance is doing this then it is better to go on some other services.
