Water meter billing is not correct

Dear Sir,

i have a doubt that the water meter installed in our house does not works properly and we are not billed for the correct consumption. please suggest how can i check that meter is measuring the correct consumption of water or not as we are charged incorrectly in exaggerated way. also we are being charged 8 paisa / ltr of water and 7rs/ unit electricity, are these the correct charges as per the policy in our nation because i am not aware.

also our landlord has increased the rental charges within 10 months of staying. and transferred us to other apartment without any notice by threatening that they will cut the electricity and water supply connection of the apartment we were residing previously, so we had to shift to the other apartment in 3 days.

kindly suggest what should we do in all the above cases?
we are suffering from great loss of money due to these things.
