The bottle green caps are not properly sealed and are often leaked

Could you pls tell me the procedure to test the quality of the packaged drinking water? I am using the Bislery 20lts but often find drops of water leaking from the caps even if they are properly sealed. so how the jar is getting leaked? is there any chance of sabotage?
