Dear Sir,

I am a retired Central Govt Employee, I am covered under Central Government Health Scheme, my CGHS Beneficary Id is 1025355, my Card Type is Pensioner and my Card No. is 89596. I live in Gurgaon, Haryana and my allocation is in CGHS Dispensary 73, Gurgaon, Haryana.

During last many days I started having Hernia pains and was subsequently referred to Artemis Hospital by CGHS Dispensary 73, Gurgaon for OPD CONSULTATION (LAPROSCOPIC SURGEON) on 28.02.2012 vide Permission File No. 18548/D73/DEL.

On 29.02.2012 I went to Artemis Hopital and met surgeon Dr Kapil Kochar, who after detailed examination diagnosed BI-LATERAL INGUINAL HERNIA and advised surgery i.e LAPROSCOPIC MESH HERNIOPLASTY B/L. He also suggested many test prior to operation.

I again attained permission for CBC, BLD SUGARM BLD UREA, S.ELECTROLYTE, CHEST X-RAY, PA VIEW, ECG COAGULATION PROFILE URINE R, M.DS, ECHO investigations vide Permission File No. 18868/D73/DEL on 01/03.

I got all the advised test from Artemis Hospital and collected reports. I also got PRE ANESTHETIC CHECK-UP ON 07.03.2012.

I was declared fit to undergo the Surgery i.e LAPROSCOPIC MESH HERNIOPLASTY B/L and Dr Kapil Kochar gave the 12.03.2012 as the date of operation. I accordingly informed the CGHS Cell in Artemis Hospital about the surgery date.

I then again went to CGHS Dispensary 73, Gurgaon and attained the permission for the surgery vide Permission File No. 19809/D73/DEL wherein the CGHS Dispensary 73, Gurgaon doctor permitted to undergo the TEP B/L on 10/03. On attaining this permission I again went to Artemis Hospital and met Mr Sanjay who handles (mis handles) CGHS Cell for Artemis Hospital. He on seeing the said permission for surgery said this permission is wrongly given by CGHS Dispensary 73, Gurgaon.

I again met Dr Kapil Kochar on 10.03.2012 and asked him to clearly mention the name of the surgery so that right permission could be attained, Dr Kapil Kochar then on his earlier prescription wrote B/L LAPAROSCOPIC INGUINAL HERNIA REPAIR WITH MESH.

I then again went to CGHS Dispensary 73, Gurgaon and attained a fresh permission on 12.03.2012 for B/L HERNIA REPAIRS WITH MESH vide Permission File No. 19915/D73/DEL. After attaining the permission for surgery, I went to Artemis Hospital and met Dr Kapil Kochar he then gave me the date of operation for 16.03.2012 and asked me to reach hospital on 16.03.2012 sharp 9 am empty stomach. As usual I informed Mr Sanjay Sharma of CGHS Cell Artemis Hospital about the date of operation.

To my utter shock I was told by Mr Sanjay of CHGS Cell that I will have to pay Rs 25000/- (approx) for this operation as Dr Kapil Kochar will not install the mesh approved by CGHS and has decided to install 2 MESH worth Rs 8000/- each along with TRACKER worth Rs 5000/-. When I asked Mr Sanjay that will I be able to reimburse this amount, then Mr Sanjay said a big ‘NO’ and even said I will have to sign an undertaking that I will not reimburse this amount of Rs 25000/- (approx).

On seeing the agonising pain I was going through since all these days I agreed to their illegitimate demand and told them to proceed.

On 16.03.2012 I was at Artemis Hospital at sharp 9 am empty stomach. When I enquired about my room I was told that they don’t have information about my operation. I the went to Mr Sanjay from CGHS Cell at Artemis Hospital who then directed his staff to arrange for a room but the reception staff told that they don’t have any room available as if I was demanding a room in a hotel.

The Artemis staff kept me waiting in lobby on the pretext of arranging the room. I was empty stomach and have High Blood Sugar which is controlled by medicines. I was feeling very low but the irresponsible staff of Artemis Hospital kept themselves busy in attending their FORGEIN GUEST. I started feeling terribly low and weak, I along with my family members decided to leave.

Now my Grievance is:-

1. How come any hospital who is on CGHS Panel can ignore CGHS Beneficiaries and make them run pillar to post for minor operation?

2. Why I was forced to get the MESH installed which was prescribed by doctor and not the one which was approved by CGHS? Is the MESH approved by CGHS is of inferior quality, if yes the why CGHS is compromising with our health.

3. How come any hospital take the undertaking that no the CGHS beneficiary can claim the money they spent on treatment?

4. Why the CGHS Cell in these 5 Star hospitals favours the hospitals and not the CGHS beneficiaries?

My Prayer is:-

1. This money minting 5 Star Artemis Hospital which has demeaned the word ‘Doctor’, ‘Medicine’ and ‘Hospital’ should be immediately be discontinued/barred from the CGHS Panel of Hospital so that they don’t harass other CGHS beneficiaries.

2. Action against the extortions on the pretext of better medinces/accessories then that approved by CGHS be taken.

3. I may be referred to a different hospital for surgery as I undergoing unbearable Hernia pains.

Kindly initiate a enquiry into my matter at the earliest.
