Sub: Grievence against the duties & responsibilities of A

Doctor who is neither registered by MCI nor got

licenced to do practice.

Dear sirs,

Being a good / moral citizen of India, I would like to put my opinion on the above. The unethical practise by the doctor to the human without careing medical jurisprudances acts and any laws laid by consumer-forum or in criminal transperses. We do hope all the points of my grievances (mensioned below) will be taken care if not to-day but definitely tomorrow or in near future.

My grievances are as follows: -

a)

Most of the Indian doctor, does not have licence to practice, some are not even registered by MCI . As per laws, U/S>1, 4 -1.4.1 / 1.4.2:doctor should registered their name in mci and got licence to practrice :

To practise medicine in the UK all doctors are required, by law, to be both registered and hold a licence to practise. The licence to practise gives a doctor the legal authority. Licences to practise are generic and do not restrict doctors to work in a particular specialty or field of practice. In America and few other countries are not been allowed to do practice without licence & registration.

Is our country follows the same, ……….. definitely not.

Licencing doctor may get revalidation for a particular

period but for revalidation doctor need to appear a GMC-

test. We belive none of the doctor does the same neither

in India nor in Bengal.

b).

Doctor practicing one state but his registration was done in other state. …..…why? As per MCI-any complain lodged against any Doctor –MCI used to transfer the case to respective state where he is registered... In this processes 90% case become unsolved by state –level MCI.

Doctor from other country needs to get MCI- registration prior to start practice belonging state/ country, then why not doctor belongs to other state should registered his name in the same state where he do practice.? kindly look into this seriously.

c).

If doctor is not registered by MCI, who knows the said qualification as mentioned in the prescripsion slip or displayed in Medicine shop are correct –one (true )?

Generaly no-public, have the authenticity to verify the doctor’s qualification.. In society, it was observed that Heigher Qualified -Doctor, has charge very high.and most of them not even registered by MCI. So there might be a possibility of cheating to human.

d) A good / Renound Doctor used to see as many as 30- patient in a day.

There might be a chances to have mistake in treatment or wrongfully diognasis which caused to sufferer patient or even death. Doctor is called Human -GOD. And do mistake is human error. One’s mistake caused to death to other. There is a possibility of treating patient no-1 diagnosis be biased on treatement to the patient no-30 because human intellegency level has a limit. Doctor are human but not invisible –GOD. There is a possibility of Brain – Drain.

Why there is not having a limit (10 –patient per day) to examine

This should be mentioned in the licence’s book or recorded. The philosophy of Griedness & money-sucker doctor create a life threat to others.

e) Doctor needs to give money-receipt for their consultant- fees to each & every patient who has treated by Him, otherwise this Income (collecting of consultant- fees) become a fraud –money. There is no possibility to prove his honest Income if not self disclosed. This fraud income is absolutely Income-tax free.

kindly Compare the Income of a DOCTOR vis-à-vis Engineer, the doctor’s earning much more higher then an Engineer. It is a fact both of them are very good student since school / college –days, but doctor’s income is nearly 10-times mor then an engineer’s. Practically, their (doctor) income is a fraud- Income. Doctors pull their life lavously whether others are at so-so. Research scholer / Engineer are developing most of the diagnostic Instruments & tools, unlikely they live in a poor way.

So Doctor must disclose their actual Income and pay Income tax to

the govorment.

f)

Doctors chamber is in medicine shope. This is one way of biasing by the shope-owner. Selected medicine has to be prescribed by the doctor in increase the sell of shope-owner. So appropriate medicine if not available in that shop then doctor will not prescribe at all. And patient may suffer.

Doctor’s chamber should not be in medicine- shop and doctor should get punishment or heavy finned if they do so..

G)

In absence of doctor (leave), he should recommend some others doctors’s name and address prior to take leave .if required in on critical moment the recommended doctor may be consulted. Most of the cases, doctor leaves city without informing deying patent.

h)

In every Equipement / instrument shoud be caliberated by the national test house or its acredated agency, periodically. The faulty equipement may give wrong result and by examine the faulty report, doctor may treat / diognosis wrongfully and sufferer is the patient not doctor himself.

So it should be statutory that all the instrument belongs to doctor should be inspect & updated by the above authority..In practical, no doctor used follow the above in kolkata or west-bengal
