VERY SLOW SPEED

Dear sir/ madam

i have bought bsnl 3G SIM NO.- 8764192898 High speed (14.4 Mbps) data card but from the date of bought to till date i have not received good speed for this problem i complaint two time at the bsnl head office but they did not give me any solution.
