Excess Billing From Oct due to Change in Billing Software

Dear Sir,

Sub. : Complaint regarding Excess Billing.

Sir, I wish to state that I am having Telephone No. 2570176 with the Broadband Plan Home Combo 550 (with 175 Free Calls & 1.5 GB Data Usage) since May in the name of Girdhari Khandelwal R/o 34, Kabir Enclave, Dayalbagh, Agra. I am s also paying the bills of the above said phone in due time

Now till September mine billing amount was proper with respect to the usage of the data and calls and all the details were also provided to me on net as well.

Thereafter there was a change in software & Web of BSNL as told to me when i went to Sanjay Place office for paying bill of September on non receipt of the bill for that month, and the information was provided that the billing system shall be updated till December and I will be given time for paying the same in instalments.

Thereafter the applicant received September Bill for Rs.552/- which was paid on dated 15-12-10.

Then again the bill for October was received for Rs.1503/-, and I shocked to look the huge amount

And after enquiry for the the bill it was found the data usage units given in bill were 2978919 which was shown excess of free usg 1572864, I paid the bill under protest on dated 10-1-11, Thereafter again bill of November came for 933/- in the same manner and was paid under protest on dated 21-1-11 to avoid the disconnection of service.

And again on dated 25 Jan bill for December came for Rs. 2196/- without details of usage or call and on enquiry from the BSNL office of sanjay place and the reason was told due to usage of data of 4195168 units Which was found quite unreasonable.

I am really very much shocked that in spite of not using the web/internet the billings are very excessive and giving misleading data of usage due to change of software or billing system of BSNL for the last 3 months, the customers were also kept in blind as the sites were kept blocked for last 3 months to check the usage and now we are forced to pay the bill for the usage which infact we did not use saying the portal is giving the usage and we have to pay for that.

It is really very much shameful for the Organization like BSNL as it is harming the reputation of BSNL. Because the billing system is not satisfactory, providing misleading informations and customer is unaware of usage, was not given opportunities for checking usage from time to time during last 3 months and suddenly after 3 months are told to pay the bill saying you used the data of so much of units without any evidence saying that our portal is giving so much unit of data used.

I have complaint 8 times since January & 2-3 times to TRAI but inspite of resolving the complaints my services (outgoing & broadband) has been deactivated from 8-5.

I don’t know whether this may happen due to technical fault in billing system in calculation of usage of data or have been done intentionally. But this matter is definitely is of serious attention.

I filled 2 RTI to sought information regarding such grievance and to know the reason for such providing heavy usage of data but of no use except proving misguided/improper reply, I again filled the 3rd RTI on dated 11-05 the reply of the same is awaited, however all the information sought and replied can be provided to you for further reference on your demand.

I have also bring the matter in the notice of TRAI via mail at [email protected], [email protected] on dated 12-05 and again on dated 17-05.

Now Sir, if you come forward and look into the matters, if demand the no. of the similar complaints and their resolving systems, you will be shocked to know the workings of the BSNL and you will find that how the BSNL is misguiding the consumers and demanding the amount for such huge data usage which he has in fact not used but is being provided after 3 months for the previous periods keeping consumers in dark and such huge data was nothing but is created due to technical fault.

You can demand the information of billing amount of the consumers of Broadband user (Other than consumer who opted for Unlimited Usage Plan) for the period from June 10 to September and again verify the billing amount of the same consumers for the period from October to January You will very well come to know the statistics of the same and the differences of huge amount, which might be beyond your imagination as the information is not still provided to me during my previous RTI’s Application Filled as well.

As a result now either the consumers are perusing the matter themselves and suffering, or they are forced to pay the amount to continue the services or the services of broadband or outgoings are being deactivated as of mine has been done by BSNL from 8-5.

I am informing all about it so that you may enquire the matter and server the society if something wrong is happening to the common people of society and may help in providing some remedial steps and to look into the matters and to reveal the facts how much consumers is suffering in various ways, and to find out the excess amount which BSNL is demanding from the consumers with none of their fault. You need to enquire whether this technical fault is occurred by mistake or is created intentionally because on enquiry you will find that how much public money is being demanded from the general consumers for the services which they have not availed.
