BSNL GPRS billing discrepancy

I am a subscriber of unlimited GPRS scheme 199 (in Maharashtra circle) on my mobile no. 9422905524. I have received a bill of 8526.00 for the mobile for Dec 09. The details billing shows that except for the basic rental (Rs. 99) and rental for unlimited GPRS (Rs. 199), rest of the bill (more than Rs. 8000) is due to GPRS usage while roaming.

Yes, I used GPRS services while roaming, for a few hours on 3 days during my stay at Chandigarh. However, if I trust my memory the internet connectivity was poor and I was not able to work on the internet except for a few minutes while I kept on trying for 2-3 hours each day.

The details of the bill shows several connections, most of them lasting less than 60 seconds, several even less than 25 seconds. During each of these connections, it shows approximately 5MB of downloads and therefore I have been charged Rs. 25/- for every such connection.

My queries are:

1) If it is possible to download approximately 5MB of data within 20 seconds?

2) If connections did not last even for 25 seconds, is it possible that I was able to use the internet?

Can I make these two as basis for moving to consumer court if the billing problem is not solved through the BSNL accounts office?
