Broadband Service Dispute - Bills getting generated after service withdrawal

We had a broadband service against BSNL telephone connection (Tel No. 24588726) 3 years back. As a satisfied BSNL broadband customer in the past that time we opted for a yearly BB scheme with modem purchase option. Surprisingly in the first two months of taking the BB service literally we could not be able to use the broadband due to its continuous connection problem through out the day. We have not been entertained or satisfied even after repeated complaints to the BB customer care. In the meantime the monthly bill came with all the future and past charges and that was too with a lump sum amount (approx. INR 5500). We requested BSNL through several letterers with proper history of the problem to settle down the account after sending a revised bill which should exclude all the future charges. But even after multiple requests (3 letters in 6 months with many meetings) no body has shown any interest to solve the matter except posting few letters informing regular general scheme to activate the disconnected lines but there is no mistake of sending regular usage bills in spite of no use of telephone service since temporarily withdrawn.

Please help us to overcome the mental distress and anxiety of something unresolved with increasing usage bills.
