TOO MUCH BILL FOR BB USAGE FOR MONTH OF AUG

I am using BSNL Bb service since last year for home use, My average usage bill for BB use is Rs 400 to 500, For Aug I received Bill of BB usage Rs 9331.03 This is too much while my computer was off for 15 Days in this month. Even syber cafe Bb connection will not have such huge bill, I have not downloaded much matters during this period. My request is somebody misusing my connection in co-ordination with BSNL employees, Or How can I jet my right bill?
