Information given to me was incorrect

Hello - I enquired for BSNL combo plan (Broadband landline). They informed me that there are no installation charges, modem rent is 50Rs/month, no deposit, and no bill for landline (only incoming calls, outgoing will not be available). I got bill 1.5 months after installation where they charged deposit of 500Rs. Again after 15-20 days, I got landline bill of 100Rs/month and modem rent as 80Rs.

BSNL cheated me by giving following incorrect details -

Deposit, modem rent, landline rent

Being a Govt org, no-one is aware of any schemes or where to log complaint. I don't know what to do now.
