Low Speed / not giving at least 20% of speed BSNL told and no action cum reaction after complaining many times

Sir,

With many respect and hope I am writing this letter to you. When I saw this site on net I thought that it can help me out of my EVDO speed problem. I am living at BUK Dutta Road near Baghajatin station in Kollkata, WB and I have an EVDO data card with the 750 unlimited scheme. I face many problems on slow speed like 15-30kbps transfer rate and sometimes it goes Nil (0.5-5kbps.). I did many complaint on BSNL to the number 1800-233-1500 many times. and Now I do contact directly with the JTO's of kolkata head offices. They assure me that they will take action but they could not. Of-course they can not. The problem is going during 4-6 months, no action has been taken for that. Only assurance are given. If I give a written complaint to the higher authority and suggest all EVDO user who facing it to do it then will it work?? After reading many sites forum I think its happened with many one and no action has been taken. If I go to consumer forum and make a case in consumer court then what I have to do?? will it be right action? As a student how much I have to spend? I heard that it is so less of cost in the GOVT of India Advertisement "Jagoo Grahak Jagoo" . plz reply soon..
