Wrong recharge

I m a user of BSNL EVDO from last 6 months. but at the time of last recharge, BSNL CSC person made a mistake at time of recharge. i pay him for 44o recharge, in thias i will get 15 days unlimited. but he made a top-up instead of recharge. so i get some 400 rs which will deducted from my account at mb usage. this will be zero in 2 hours. next day went to BSNL office for clarification of the problem. but they will waste my time (approx. 1 month). i done all the effort at the office for my recharge, but all in vain. so plz tell me what i will do to get my money back or recharge...
