Low &unconstant speed

I took Idea netsetter by seeing their advertisement as the speed of idea is upto 236 kbp. My Idea Net setter Number is 9012008045. At the time of purchase i make it confirmed with the idea dealer and took the new connection. After using that i came to know that the speed is very low and at the same time it is not constant varying from 0 to 10 kbps with high fluctutations. Regarding this i went to the warangal main office and gave acomplaint but no response for that till now. But the problem with that remains with me.
