Slow speed of Broad band internet connection

Sir, I have taken unlimited plan for MTNL Broad Band Internet service. They promise at the time of connection this will provide 256kbs speed for downloading. But after a month there was speed of 50-60kbs and now a days only 8-10kbs speed is coming. What is the use of unlimited downloading when you are not getting propoer speed. I have complaint their coustomer care center as well as to area manager but all in vain.

kindly suggest when I paying my monthly bill of Rs.699/- for this connection regularly every month why I not getting speed 256kbs as said by Mtnl.
