Backed bill of Installtion charge for boradband

I have taken MTNL Broadband from MTNL way back more than 2 years now.

Now they have raised a bill for Installation Charge for Oct 10. of Rs 300 Additional, Saying they had forgot.

I have paid bill till dated, what ever the charges where there time to time.

Now they have charged for additional modem cost, which I would not pay... as I remember paying all payment as per schemes, @ that time. Now I dont even have so back dated bill & nor the proof of the schemes to fight this.

I know that they have a rasied a bill for oct, 10 in jan, 12 its more than 15month for this (one Finicial year passed). I would not pay this bill.

I would like to launch the formal legal complain against MTNL, Mulund, Mumbai. for same..any guideline for same.
