Non-Refund of failed transaction

I had tried to recharge my mobile No. 9954786199, on 09/12 for Rs 110/- & 110/- twice, by oxygen services India pvt Ltd through ICICI netbanking. The amount of Rs 110 110 two times from my account but transaction failed & my mobile was not recharged. Till today 11/12 I have not got refund from the company.
