3g internet speed not giving as commited

I am a Hardware and networking professional with CCNA and MCITP. I purchase a 3G SIM and activate 3G by sending SMS 'start 3g' to121 0n 16 th May, the no is 07278697113, 3G started, but after setting all it is not giving 3G peed, it is giving 128-140 Kbps Mind Not (KBps) up and 150-200 Kbps download approx. I have lodge a complain to customar care the told all are correct we will rectify, but 15 days gun i amusing poor connection speed the have not done anything. I think the are fraud, cheater.
