My telephone was dead from 8th. July to 19th. August.then again it is dead from27th. Sept till date

12-01, it is still dead. Inspite of giving a written complaint, through the SDO concerned, to adjust all the bills. I fail to understand why I am still being billed, for services that are not being provided to me.
