Selling Product on Cheaper Rates

I am a Amway Distributor in Punjab, India. In the company's act no body can sale the product less than DAP Rates (Distributor Price), but the fact here in Punjab (India) is that all the products are being sold by the many shopkeepers on a heavy discount in all over Punjab but Amway official here in India are taking no action against them, and real fact is that no new person wants to join the Amway Business because they are getting the product cheaper from the shops. If the required action is not taken, that it will be very dangerous for the amway business in India and it will be a great pushback to the company.
