Excess Charges than MRP

Dear Sir

I purchased a spare part for my scooter from MS IMPACT Agencies Pvt Ltd Sherpur Chowk Ludhiana. The part no is CM191020. The cost printed on the packing is M.R.P.(Inclusive all taxes) Rs 195. Whereas the firm has charged Rs 214.73. The details appears on Bills are as

Per unit Price 186.67

Handling charges@ 2.25 on 186.67 4.20

VAT 12.5% on 190.87 23.86

Bill Amount 214.73

I want to know is it the right bill. As the MRP is given on the packet should one be charged more than MRP.
