Very low mileage

I have purchased a bike (Bajaj platina 125cc) from sakthi motor. Their proposed milage was 111 km/litre the dealers assured a milage of minimum 70- 80 km/litre.. But before first service i got about 40-46 km both in city ride and highways. i am getting only an average of 33 km/litre
