Incremnet on right time

Hello,

i am a lecturer in 1 of the engg college of bangalore whichi dont want name. i am confused how to solve the problem of mine. thats y writing on this forum.

i joined the college in 2007 .its almost 2 years.first:- the appointment letter given to me didnt mention any bond. simply marksheet were submitted.but every month from our salary sme 1100 rupess is being deducted.it is being mention as staff welfare fund.that fund would be returened after 3 years.no written proof..second:- the causl leave avalied to us are around 12 per year.but there is no provision to take continious 7or 8 CL together.there no provision to take more than 3 CL's.for outsider who live outside karnataka its of no use if more than 3 CL are nt given.

third:- for staff the incrments is given 1 month late.
