Problam in Money Widrawal from other bank's ATM card

Date-18-11-08,

i used my Union bank ATM card in

Bank of Baroda ATM (At Athwagate Branch), Surat

for withdraw cash -5000rs. on 15-11-08, time -14:38

I have balance in my Union bank account-15226/- at that time but i didn't receive cash of 5000rs. from ATM machine of BOB,

ATM slip Receipt shows message"Transaction Declined -Unable to Process", i tried 2 times but same Problam both time & after that i got SMS from Union bank that 5000 rs. debited from my bance & Current available balance shows -10226/-

Means 5000 rs. deducted my account but i did'nt get any money,

I have register complain at Union bank of india-Nanpura branch, & Bank of baroda -Athwagate but both bank bank replies that its not our responsibility its other bank's account (Not Good Response from Union bank's Branch)

so whom i complain to get back my -5000 rs.??

i have submitted application letter with copy of ATM receipt in both bank

Kindly take Necessary Action & Refund my Amount as soon as possible
