Late delivary of cylinder & booking

Respected Sir'

I am V.S. Angane had booked my cylinder on date 01.01.09 at Ajinkya Gas Agancy Badalapure. Thane My costamer No. is 20236.I was asking for booking cylinder from 25.12.08 but thay are not ready to book saying your delivary is given on 10.12.08 which was 10 days after booking. Ple explain me that which 21 days are concidered for booking i.e. date of booking or date of delivery& what will be done in difference of these two date.
