Not picking up calls

I an staying in sri niwas puri, new delhi.and the cylinder is supplied by sachin gas service, whenever we call them for bokking the cylinder... the phone is always engaged... even if we get through by god's grace... our calls are not picked... plzzz take some appropriate action as soon as possible or we may approach to consumer's court.
