Delayed delivery of lpg cylinde

I have booked for one 1 cylinder onl 2.1.2009 over phone and after frequent enquiry, the dealer's staff at desk told, my booking is only made on 24.1.2009 for the cylinder, 22 days after my orginal phone booking. In the mean time the office bearers and the delivery boys utilise the cylinders for some other purposes, such as black marketing etc., and gives us very delayly, that too after fighting with the dealer.
