Transfer of ration card from Ranpur to Botad

I have cancelled my Ration Card from Ranpur (A'BAD) for transfering to Botad (BHAVNAGAR) since July. But mamlatdar official reject the same for registering Ration Card showing reason that it is only after new bar code card. So we have been deprived of benefit of Ration card causing much difficulty to us
