Efund of broadband amount of 500rs

I have complained several times as per details below regarding refund of my 500rs paid by cheque no 130539 drawn on punjab national bank chennai for getting a broadband connection in my wife s name [sheetal r ]. one highly irresponsible person mr jai whose mobile no is 9789978437collected the cheque from my residence.i had given the cheque on 18/5/09 he promised me the connection within a week, he failed to do so. I asked for refund but he is not responding. I complained over the phone as follows

After which i wrote a mail to nodal.southabts.airtel.in to the nodal officier who promised me to do the needful in 15 working days from 24/6/09 but no response .should i go to consumer court to get back my refund? are u going to add interest to my refund? I do not understand why such a big company bharti airtel is harrassing people to get back the refund .kindly do the needfull at your earliest
