Non receiving of mail

Since one month i am regurally complaining that my out look express can not connect to mail server (POP3)

***The server responded with an error. Account: 'nmma.dataone.in', Server: '127.0.0.1', Protocol: POP3, Server Response: '-ERR AVG POP3 Proxy Server: Cannot connect to the mail server! ', Port: 110, Secure (SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC90*****

Inspite of several complain no action has been taken and the speed of the broad band is very slow.
