Accusing us for false theft

Ses change my meter and take my old meter and give us report stating our meter seals are not temper, but after month they accused us for temper meter as date change in electronic meter, and now they send bill of 118000 to me .plz guide me what to do, i am not responsibel for inner fault of electronic meter, we are responsibel for seals of meter,
