Wrong bill amount to pay forcefully

We have the 3 phase meter as per our requirement for our business. a four month ago, suddenly our meter reading starting to go in reverse manner means decrease the meter reading towards descending manner toward 0. we have complaint to the BSES department to check this thing on 15th April. But they visited our premises on 28th of June and check then change the meter on the same day. and we didn't get the electricity bill for those months from May to August. Now in September, we got the electricity bill of 10, 930 Rs. with the additional charges for meter tempering as Rs.1, 38, 869/-. But we didn't tempered the meter. Now they are forcing to pay additional charges Rs. 1, 38, 869/- as we have done the payment of our regular bill as Rs.10, 930/-. Anybody can check and cross-verify whether we have done this things or not. One can check the documents of the Enforcement Team given to us as a inspection report on our premises.
