Connection dam slow

I had applied for BSNL broadband connection through BSNL site in Aug. After chasing up the matter for more than 2 1/2 months it was finally installed yesterday (03/11). when i tried to use it in evening, first of all i could not get connected for minutes... after i get the connected activated it was tooooo slow, actually even slower than a dial-up connection (for a small down load i was getting speed of 7-12 bytes per second.

I tried to find out the reason from the concerned person on phone he said for this matter i would have to go to tel exchange.

A pathatic service provider BSNL doesnt not care even on CUSTOMER CARE service. Even after attempting 4-5 times and wasting around 1 hr i could not get a customer-care representative on their helpline 1500.
