Not getting broadband connection

Dear Sir,

I have applied for BSNL broadband on 25th Oct from my phone 020-27172536, and on 4th Nov 08 i got the necessary user id and password through my telephone and a person from the same person from the BSNL told me that he will come and connect the Broad band, but since then neither he came nor the broadband connect for a single time. Every time it was shown complain no. 678. I have already docketed 3-4 complain (3 time on phone - i.e call centre and one time personaly to BSNL office which is near Yerwada) but i was told by tel authority that it is not a problem of BSNL and apart from this I got the bill for the broadband for the moth of Nov 08 (which is just wastage of money without single use of the Broadband.). I am confused. please help. Is I am liable to pay the Broad band charges? Please help me.
