Getting Bill without having Connection of broadband

I am Amit Chauhan S/O sh. Darshan singh Chauhan Residence of #683 mahadev colony BCW Surajpur Distt. Panchkula (haryana). I have applied for BSNL broadband connection (Rural plan) in month June. BSNL have provide me with the landline phone and i have not got any MODEM till date

and surprisingly yesterday Bill came of Rs.1600 including 4 months broadband charges.

Plz take appropriate action.

My concerned BSNL Exchange is KALKA BSNL Exchange (haryana).
