Excess billing and disconnection when using landline

I am using BSNL Broadband for over a year now. Initially the bill was very nominal as our usage is only home use. But suddenly from Dec, the misc charges in the telephone bill has become very erratic. It ranges from 2000 to 4500 last month. We are not able to understand the sudden surge in rate.

Another issue we face is that while on the net, if we recieve or make a call from landline, the net connection gets cut. We are wondering whether this phenomenon is interlinked with the increase in the bill.
