BSNL Franchisee Overcharging

Hi

I live in Rakshak Nagar gold, kharadi - pune. I want to have BSNL phone and broadband at my place but when i enquire about the fees from the franchisee operating there (Deep Telecom) i came to know that he is charging more than what BSNL has decided.

1. For phone he is charging 1500 as security which is only Rs 1000.

2. He is also charging 500 as installation charges which otherwise is NIL.

And when i contacted BSNL exchange in kharadi they said that "They (franchisee) is here to do business".

And as BSNL itself donot provide connection I have no option but to get it from the franchisee only.

Pls suggest what can be done in this case. Is it a legal practice by BSNL that there franchisee can decide connection charges.
