Not connecting reliance use

Hi, i m a bsnl pre paid user and want to call my sister reliance phone no. but the computer always says no. doses not exists but the incoming from same no. is possible and i also talked on same no. from airtel and tataindicom phone and i have also complained three times on bsnl custmer no. but every time complain no. given but no action taken, from last 15 day ..KINDLY HELP ME... ANYONE WHO CAN HELP ME... I M A BSNL suffurer and guide me to take action aganist BSNL SERVICES
