Taking bills without use of phone

I am the customer of BSNL, Faridabad, Haryana by last two years.By last two months my landline phone is not working which no is 0129-2380349 but they are sending bills in accurate time for rental. I have complaint about it atleast 20 times to the different-different officers of the concerned department but they always tell a lie. They have got the govt. job but don't want to do the work. They are wasting time and money of our country. Please tell me if anyone knows how i can teach a lesson to these types of people.
