Network problem

I am a post paid HP employee scheme customer, and pay a rental Rs 281 (including service tax). each month.but for the last two billing periods 7/2 to 6/3 and 7/3 to 6/4 the network has been out of order more than 20days each month.so it would be unethical to charge the above said fixed amount
