Not able to activate

10 days before the BSNL authority came with Modem for installation. DUe to system problem, they are not able to attend the same. But for the past two days, we are trying to contact them through phone. They simply said, just connect it and get the line. But we are not able to get it activate. Who will take this responsibility in Govt. sector organization. Pl. help us for speedy service.

Is it possible to take the modem back, since we are not using a minute or not yet activate. Regret for the poor service by BSNL, Madurai.
