Phone is dead

My telephone connnection 0120-2583945 is dead for last 20 days. i registered complaint no. of times on 198 and got complaint no. every time. I talked to Mr. vishnu (SDO offcie) on 0120-2580580 alos but despite verbal assurance, nothing is done so far.
