BSNL
Gettign very lower bandwith over Broadbrand Connection

I have taken BSNL broadbrand connection (Plan UL750) as mention it should provide me 256kbps bandwidth but in mycase it is providing me only 14-50 kbps (not KBps).

I have repeatedly compaint the exchange but all went in vain. Please help.
