Excessive bill and cutting of connection

I have a connection of bsnl broadband connection at my home (phone number 01292242679), i had taken the plan of rs 250 in which there was a limit of 1 GB download. The bill was coming normally

Rs 250 for internet connection for 5to 7months and then abruptly they started giving bill of in excess of Rs 4000 for internet connnection without giving any appropriate explanation. After this i had taken airtel broadband connection and was using it and not using bsnl broadband then also they keep on sending me bills of broadband in excess of 4000. i submitted them also but now they have cut our connection and are balckmailing us to submit RS 9000 for the month of november inspite not using any bit of bsnl broadband, they are mentally and economically torturing us and are asking us a ransom by doing this. please help us in getting the broadbans connection cut and restarting our bsnl landline and help us in getting our money back which they have taken away illegally. actuaaly these bsnl people had problem in their system an to evade that they are illegally forging these bills and making life difficult for a common man lile me . please help me as for past few month they are continuously cheatin me.
