Unable to check broadband account

I am using my broadband connection for last 3 months but yet my broadband account is not created, when i asked the local bsnl exchange pathankot (distt gurdaspur) they said that the broadband account of new connections has not yet created in bangalore. so please help me i am not able to check my account for ammount of data download or uploaded.
